The repukes in Congress have a plan for where they can get the billions of dollars to cover the cost of rebuilding after Hurrican Katrina, and now Rita, and it doesn't have anything to do with rolling back th tax cuts that the wealthiest 1% got in 2001 and 2003.
Here's what these kind-hearted (gag, cough) people...if you can call them people...have in mind for the other 99% and third world countries.
